Crater or plate lamp bit-equivalent luminance

I am writing an article for the SMPTE Journal and attempting to determine the contrast ratio and luma output resolution of the neon crater or plate lamp. Or, put another way, what is the bit-equivalent luma control over the lamp? When dark, what is the first luma step? When near max brightness, what is resolution of the next step in brightness? I suspect there are no data sheets so I wonder if one of the members of this group has ever measured say a ramp of luma when using a neon lamp? Any ideas? Thanks Al (Silicon Valley)
