Pete, it is about the order in which things are calculated.

As you showed yourself, there is first a disc size,
Then you calculate the size of the picture, frame,
Then you calculate the pitch of the holes center to center,
Then you calculate the diameter of the holes to drill......

So the diameter should be the outcoming value, not the center to center distance. You should normalise on the distance, not on the hole size....

However, this is simply the inverse. With the optimal value that you have reached you might give an advice for the hole's diameter in your spreadsheet for the disc lay-out.
