In the German edition of the Make:Magazine there is an article about a toy with with spinning, levitating LEDs. Even if you don't understand German, the pictures and circuits will speak for themselves: https://www.heise.de/make/artikel/Levit ... 27206.html

I wonder if it would be possible to use this (or a modified) version of this construction as a mechanical television scanner. Maybe not with normal horizontal scanning, but with an interlace left up to right down - right down to left up?

The electromagnetic spectrum has no theoretical limit at either end. If all the mass/energy in the Universe is considered a 'limit', then that would be the only real theoretical limit to the maximum frequency attainable.
