The 2600's 4K cartridge address space is divided into two 2K segments at $1000 and $1800. The last 2K segment always points to the last 2K of the ROM image, and thus the 6507 reset/interrupt vectors should reside in that bank.
Hotspots
$3F = bank (0-255) to switch into lower 2K segment (3F)
$3F = bank (0-3) to switch into lower 2K segment (Tigervision)
