The heater voltage is derived from a 12V winding on a transformer with suitable dropper resistors. It's not easy to get 6.3V secondary transformers these days, and the resistance should limit the inrush current upon cold switch-on, though not one manufacturer I know of has made any reference to this extending tube life or otherwise. You can gauge the correct voltage/current quite often from the colour of the cathode.
