My in-my-head method for °C to °F is to double, then take away 10% of that and add 32.
It's the correct value, and 10% of anything is pretty easy to "calculate"

Here is a test i did, with Premiere pro.
Main difference i between 6 fps and 12,5 fps where images are extrapolated. It is not perfect, there are artefacts, but it artificially increase the framerate and smoothes the percieved motion. So this is a start, and this can work.
The original video is not ideal because of the cuts between the shots, but if we filmed the face of someone who is talking the result would be better.

As an aside, youtube videos can be embedded in the forum using the youtube 'tag' and the video code. I'll mis-spell it here so I can demonstrate the basic format...

Yes sorry it was private for a few hours before i corrected.
This was a video i shot on SVHSC in 2015. I converted to 6fps, then, from this low framerate video, the software was able to guess missing frames and makes 12,5p out of it ( with some artefacts but more fluidity )
